Aiming to help create Global Niche Top (GNP) companies that will lead the economy of Kyoto, we provide systematic support including nurturing of entrepreneurs that fits each company’s growth stage as well as business strategies.

Major activities

Kyoto City Venture Companies Evaluation Committee

The committee gives a rank of A to outstanding business plans proposed by venture companies or entrepreneurs, and provides comprehensive support to them, including business development support assisted by professional coordinators, follow-ups, dispatch of specialists, and market exploring and technology matching services. The committee provides consistent, detailed support, rangingfrom discovery of potential venture companies to their development, aiming to accelerate the growth of such companies.

Oscar Certification System

The system certifies SMEs that are actively engaged in business innovation with their outstanding business plans (empowering plans). We present them with the Oscar certificate and provide support to them, including follow-ups, dispatch of specialists, market exploring and technology matching services, providing grants, and supporting public relations.

Supporting overseas expansion of SMEs

To facilitate SMEs’ expansion overseas, we have a special consulting service provided by dedicated coordinators with knowledge about overseas trading and business support. In addition to providing consultations in preparation of their overseas expansion, we also refer SMEs with a concrete expansion plan to supporting organizations, such as JETRO, and also accompany their visits to such organizations.

Support for Competitive Fund Raising

To support SMEs in fund raising for their business development, we provide individual guidance in drafting proposals and creating applications for R&D public fund raising projects invited by the government or other organizations. Once their proposal is accepted, we serve as a business management organization that support managing progress of the project.

Fostering Collective Strength of Business

To foster people who shed stereotypes and innovatively create a new market (new-market creating human resources), the Kyoto Business Design School offers courses for fostering the collective strength of business, providing an environment in which a variety of individuals gather together and share their talents to acquire skills in creating new products and services, shaping potential customers, and creating new values.

Operating Innovation Creating Community (Science, Technology & Culture Commercialization Community, or STC3)

Offering an operational base for entrepreneurs, entrepreneurs-to-be, and companies intending to expand their business, the community provides an office space at less initial cost and a business environment. We hold regular seminars taught by specialists who support entrepreneurship and business activities. The community provides a shared office environment in which participants can prepare for starting business while learning (open 24 hours, 365 days).

Social Innovation Laboratory Kyoto

Toward building a future society free from social problems, the Social Innovation Laboratory Kyoto has been established as a base for promoting the Kyoto Social Innovation Cluster Concept, under which society-oriented companies and individuals gather in Kyoto to take the initiative in shaping the future course of Japan. We provide total support covering fostering human resources, starting businesses, and management consultations. Since the fiscal year of 2015, we have certified companies endeavoring to find solutions to social problems as “companies shaping our 1000 years ahead.”


Promoting ICT Research and DevelopmentResearch and Development Division

We promote R&D for information and communication technology (ICT) as a fundamental social technology to enhance the technological capabilities of the regional ICT industry and to expand the use of ICT in the industry and the region. We also promote more efficient business management and administrative organizations.
Major activities

Reform of Information Communication Systems in Public Organizations

While local governments use many information systems, installing and operating such systems highly efficiently is critically important. ASTEM actively supports local governments in IT governance (defining the rules for efficient use of such information systems and their management) through our long-achieved computerization of local governments. In an ICT-installed project, ASTEM acts as a project management office (PMO) and provides support in leading the project to a success.

R&D for Cutting-edge Technologies and Development of Regional Industry

We promote R&D for cutting-edge ICT-related technologies, and exploit the results in developing innovative products through cooperation with ICT companies in the Kyoto region. Transferring related technologies to the ICT companies also help them to expand the scope of their business. We also develop systems including a business process management system (BPMS) and a business rule management system (BRMS), smartphone applications, and IoT technologies. Our focus is also on fostering human resources, including accepting personnel from IT companies in Kyoto and providing training to teach the know-how of software development for smartphones.

Providing services using ICT to local residents

Using ICT, we develop and provide new products and services that are useful as well as appealing to local residents. By providing such products and services to them, we contribute to enriching the everyday life of local residents and vitalizing regional society. We also develop and operate systems for official Kyoto travel websites including the travel information service “Kyoto City Official Travel Guide,” the Kyoto public transportation guide service “Bus and Train Veteran, Arukumachi KYOTO Route Planner,” and the bus location service “Bus Location System for Mobile.”

Comprehensive R&D for Technologies Associated with Providing Regional Content

Kyoto attracts many tourists with its rich historical sightseeing resources. We conduct R&D to provide such diverse content information about this region to many people through ICT. Before the age of the Internet, we have attempted to develop information providing systems in the fields of tourism and transportation to reflect the technological trends. We now provide systems using smartphones. We are also launching a project involving big data and open data toward the future. We also promote content maintenance, including English translation of the names for institutions and organizations based on consistent rules, to fit the current situations of tourism in Japan.

Operating EtherCAT Conformance Test Center

Ethernet for Control Automation Technology (EtherCAT) is an international standard for an Ethernet-based, open and highperformance fieldbus system. An open network standard requires product conformance to the specifications. ASTEM manages the official EtherCAT Conformance Test Center accredited by the EtherCAT Technology Group and tests conformance of products to the standards their interoperability.

We support R&D under industry-academia-government collaboration in various fields of science and technology, including life science, environmental protection, and ICT, to create and develop industries in the Kyoto region.

Kyoto Lifetech Innovation Support Center

To promote development of medical industries in Kyoto city, the Kyoto Lifetech Innovation Support Center has professional coordinators who support university researchers, SMEs, and venture companies in the field of life science for commercializing their research achievements and launching into the medical industry. We work on creating new businesses and products for public application in the field of next-generation medicine, involving development of innovative drugs and medical equipment and commercialization of peripheral equipment and materials, as well as in the field of health, welfare, and caregiving.


Promoting Innovative Projects Using Regional Strength in Science and Technology
We serve as a core institution in government-run projects for industrial promotion using regional strength in science and technology.

Kyoto Biocycle Project

We aim to create a biological cycle using biomass such as waste cooking oil and raw garbage to promote local consumption of locally produced products. As part of this project, we are responsible for operating Society of Biomass Utilization.

Regional Innovation Strategy Support Program

Located in the incubation area for creating science and technology innovation in Kyoto, we aim to create innovation based on science and technology by combining and merging the world-class cutting-edge knowledge with unique technologies. We pursue “Next-generation Energy System Creation Strategy for Kyoto” in close collaboration with industry, academia, governments, and banks. Defining our R&D themes to satisfy the three energy requirements—safety, environmental conservation, and economic efficiency, we promote business focusing on smart storage, production, and use of energy.
<Regional Innovation Strategy Support Program supported by MEXT>

Super Cluster Program

We promote the social implementation of innovative sillicon carbide(SiC) power devices, one achievement from the Kyoto Environmental Nano Cluster project. SiC power devices are energy-saving and thus have been of great interest. We promote R&D through industry-academia collaboration or industry-industry-academia collaboration to create a clean, lowenvironmental load society that is sustainable. The Super Cluster in the Kyoto region is defined as a Core Cluster, with Nagano, Fukui, and Shiga being the three areas serving as Satellite Clusters. We have merged the constituent technologies acquired from the Satellite Clusters to promote business.

Advanced Chemical Technology Center in Kyoto (ACT-Kyoto)

Through industry-academia-government collaboration, or collaboration between universities, research institutions, and companies, ACT-Kyoto promotes research projects for commercializing cutting-edge technological seeds originated from universities. We aim to achieve “Green Innovation” (innovation in the field of environmental energy) and “Lifetech Innovation” (innovation in the field of medicine and caregiving) to develop highly functional chemical products with added values, and to transfer such research achievements to local SMEs, thus gaining the industrial competitiveness and promoting the creation of new business in the Kyoto region. We offer opportunities for fostering human resources and for promoting interactions among individuals from industry, academia, and government to promote information exchange and to create new collaborations.
Characteristics of ACT-Kyoto

R&D Base in Chemical Field through Industry-Academia-Government Collaboration

Universities, research institutions, companies, or other organizations in the Kyoto region, including Kyoto University, collaborate with one another to continuously promote research projects to steadily commercialize cutting-edge technological seeds in the chemical fields.

Base for Industry-Academia Interactions

Many manufacturers with high-level technologies reside in Rakunan Shinto. To promote mutual interactions between companies or interactions among companies, universities, and research institutions, and to promote development of new technology that is difficult by a single company, and to help expand or increase business activities or for example increase sales, we offer an environment that allows researchers from companies or universities to freely interact

Environmentally friendly facility

Situated in Rakunan Shinto designated as a Low-Carbon Model area in Kyoto, ACT-Kyoto is a facility with environmental considerations matching the environmentally friendly, low-carbon town, Kyoto. The facility is operated while reducing the environmental impact, as well as being economically efficient by reducing long-term operational costs.


Collaboration Aiming at New Technology Development and New Business Development

■Organization for Small & Medium Enterprises and Regional Innovation

In the venture-fostering public facilities for rent managed by the Organization for Small & Medium Enterprises and Regional Innovation, Japan, “Kyodai Katsura Venture Plaza (North building and South building)” (Nishikyo-ku, Kyoto-shi) and “Creation Core Kyoto Mikuruma” (Kamigyo-ku, Kyoto-shi), we allocate incubation managers who provide various supports to help address issues arising in the course of product commercialization by resident companies.

■Kyoto University Graduate School of Engineering

Aiming to promote science and technology and to create new industry in the Kyoto region, the Kyoto University Graduate School of Engineering Innovation Plaza provides a base in collaboration with the Kyoto University Graduate School of Engineering and Research Administration Center. We have coordinators who conduct matching between the technological seeds and the needs of SMEs. Through these activities, we promote transfer of new technologies developed through industry-academia-government collaboration, and promote commercialization of the important research achievements.
